I. AUTHORITY FOR THE CREATION OF THE TAGUM CITY POLICE STATION

Republic Act No. 8472 (An Act converting the municipality of Tagum, Davao Province, into a component city of Tagum)

Took effect January 19, 1998

Tagum City Police Station was created by virtue of Republic Act No. 8472 (An Act converting the municipality of Tagum, Davao Province, into a component city of Tagum) which took effect last January 19, 1998. Section 2 of this act, states “CITY OF TAGUM – The municipality of Tagum is hereby converted into a component city of Tagum, herein referred to as the city, which shall comprise of the present territory of the municipality of Tagum, Davao Province, particularly consisting of the barangay of Apokon, Bincungan, Busaon, Canocotan, Cuambogan, La Filipina, Liboganon, Madaum, Magdum, Mankilam, San Isidro, New Balamban, Nueva Puerza, Pagsabangan, Pandapan, Magugpo Poblacion, Magugpo North, Magugpo South, Magugpo East, San Agustin, San Isidro, San Miguel, Visayan Village”. Previously known as Tagum Police Station, this act known as the charter of Tagum subsequently converted the same to Tagum City Police Station.

II. BRIEF BACKGROUND OF TAGUM CITY

II.A General Situation

Tagum City is strategically located at the northern part of southern Mindanao where it lies in the intersection of three (3) major roads network system namely: the Phil- Japan Friendship Highway, the Davao-Mati, Davao-Agusan road and soon to be finished the Davao- Bukidnon road that will connect the city to other major destinations in the region and entire Mindanao. It is located fifty five (55) kilometers north of Davao City and approximately one hundred ten (110) kilometers west of Mati, the Capital town of Davao Oriental, it is bounded on the North by the municipalities of Asuncion and New Corella, on the South by Davao Gulf, on the East by the municipalities of Maco and Mawab, COMVAL province and on the west by the municipality of Carmen.

Of the three (3) component cities in the province of Davao del Norte, Tagum City is the smallest city in terms of land area, however, Tagum City is the capital of the first class province of Davao del Norte. It comprises twenty-three (23) barangays, of which, nine (9) are categorized as urban barangays and fourteen (14) are categorized as rural barangays and has a total land area of nineteen thousand five hundred eighty (19,580) hectares, and has a total population of two hundred fifteen nine hundred sixty seven (215,967) inhabitants as of Calendar Year 2005 census. Currently, Tagum City Police Station has a total strength of Ninety Seven (97) PNCOs and Six (6) PCOs, with a total police - population ratio of 1:2072.

II.B Economic Profile

Tagum City is the capital of Davao del Norte. In terms of economic aspect, it is dominated by the agricultural sector and banana plantations. City is supplied with water from Tagum Water district and electrical power energized by DANECO all over the twenty barangay. Telecommunications served by five Telecommunications Company. It has seven (7) colleges and fourteen (14) technical schools. There are five (5) hospitals and various clinics. Twenty five banking institution with ATM found around the city. The local major mode of transportation of this city is Motorized tricycle or commonly called as Pedicabs.

On infrastructures and economic services. LGU allocated funds for concreting and asphalting of roads around the city. Appropriate amounts were also allocated for the agricultural and fishery program and construction of important structures under the city agricultures office.

II.C Peace and Order

The prevailing peace and order in Tagum City is relatively stable and within manageable level inspite of some unconfirmed information gathered by intelligence operatives regarding planned atrocities to be launched by different threat groups (LCTs/CPP/NPA/JI/MILF) as well as crime incidents perpetrated by Organized Syndicated Crime Groups. However, the conduct of highly intensified intel monitoring and information gathering in coordination with other friendly units and by utilizing BINs has negated enemy plans of hostilities and other forms of threats in the AOR.

Likewise, crime prevention efforts has been intensified by this station to prevent/preempt street crimes and other form of criminality by conducting increased police visibility and operation Kap-kap/checkpoints in strategic places and crime prone areas.

III.B List of Staff Officers

I. ADMINISTRATIVE ACCOMPLISHMENTS

For the period covered Tagum received two medals of merit from PRO XI and sixteen commendations from other government agencies.

PNP as part of the City Disaster Coordinating council, Tagum City has been adjudged as the best prepared component city for disaster preparedness program Regional category for calendar year 2007.

This station in the connection with the objective to preempt terrorism act. Two (2) PNP personnel already undergone training as K9 dog handlers that will be utilized in the detection of drugs and its essential precursors, bombs, other explosive materials and other contraband.

a. Composition/Disposition

Tagum City Police Station is composed of a City Police Station and four (4) newly installed sub-stations located at Brgy Canocotan, Brgy Apokon, Brgy Magdum and Brgy La Filipina. The present chief of police is PSUPT DARIO L GUNABE, PSINSP ELEUTERIO N. HERNANDO , Deputy Chief of Police and Investigation Officer, PSINSP EFREN B. SEXCION, Over-all Supervisor of Substation and Mobile Patrol, PINSP MEGUEL ORTEGA, Operation Officer PINSP JESUS M CASTANEDA, Administrative Officer, PINSP RAMON ALVAREZ, Traffic Officer, and PINSP GRETCHIN R CINCO, WCPD, PCR and FJGAD Officer.

I. SIGNIFICANT POLICE OPERATIONS/ACCOMPLISHMENTS

VI.A CAMPAIGN against Carnapping

1. OOA 2030H 06 Dec 07, one Raul Mangalao, driver of Toyota Fortuner owned by Rosalina Autida, businesswoman and reported to this station that his driven car was carnapped by one Efipanio Abergas @ Bobong Era at Crossing Madaum Tagum City. Incident occurred when the driver was flagged down by the TMG personnel. After which, suspect Bobong Era took the car and drove it heading towards Tagum City. Case was filed at Prosecutors office against the suspect and TMG personnel as accomplices of the crime.

2. OOA 1100H 27 Dec 07, Lucila A Jubillo reported to this station that her motorcycle parked infront of their house was lost. Intel operatives this station conducted investigation and resulted to the recovery of the said motorcycle and properly turned over to the lawful owner after presenting papers of ownership.

3. In the afternoon of September 8, 2007, information received from an informant that suspicious unidentified male persons were sighted at Purok Maurillo, Mang-ga, Visayan Village this city. Immediately, a hot pursuit police operation was conducted by intelligence operatives this station led PI ALAN F PUTIAN, Intelligence Officer, under the direct supervision of P/SUPT DARIO L GUNABE, Chief of Police, and with proper authority to operate swooped down to the reported place.

However, said unidentified suspects eluded arrest after sensing the presence of the responding lawmen in the area. Said police operation resulted to the recovery of One (1) unit Carnapped Motorcycle, a Honda Wave, color gray, engine number HCO8E 7009363, chassis number 009368 bearing plate number IP-3193 at Purok Maurillo, Mangga, Visayan Village, Tagum City on or about 1630H September 8, 2007.

Relatedly, on or about 1930H September 16, 2007, another follow-up operation was conducted and in proper coordination and joint operation with Pantukan Police Station, Comval PPO, resulted to the recovery of another Carnapped Motorcycle, one (1) unit Honda XRM color blue, bearing the same plate number IP-3193, engine number XRM13E051412, chassis number XRM13051488 at Pantukan, Compostela Valley province.

During the said hot pursuit/follow-up operation, said operating lawmen apprehended suspected leaders and members of a Carnapping/Robbery group namely: RAMIL LUCERO, 28 years old, jobless, resident of Town Site, ALAN RIVERO y LANTACA, 21 years old, resident of Brgy Fuentes and ROLLY LOYOLA y MENGUITO, 24 years old and a resident of Bay-Bay, Sta Cruz all of Pantukan, Compostela Valley province.

The two (2) recovered motorcycles are by GURDEEP SINGH, an Indian National, businessman and resident of Osmeña Street, Tagum City, were simultaneously carnapped/robbed in the early dawn of August 14, 2007 in Tagum City.

The two (2) recovered carnapped motorcycles after documentation and proper disposition in this station were later released to the rightful owner after identifying and confirming ownership of same, and after presenting pertinent documents to prove ownership of said motorcycles.

Status of the Case- Said Indian national did not pursue to file the case in court against the said carnapping suspects since he is due to leave the country. Suspects were released after rendering the appropriate reglementary period as provided by law in Tagum City Police Station lock-up.

4. A telephone call received this station that one DUMACTOL Y DEJILA, Habal-Habal driver, 25 years old, single, a resident Purok Vipatel, Brgy West, Tagum City was victim of carnapping.

After receipt of said information, elements of this station led by PI ALAN F PUTIAN, Intelligence Officer, under the direct supervision of P/SUPT DARIO L GUNABE, Chief of Police, responded to the call for police assistance and conducted hot pursuit operation resulted to the arrest of robbery/carnapping suspect JOMAR MAYNAMBAN Y PUNAN, 21 years old, single, jobless, Islam, and resident of Purok Malipayon, Lupon, Davao Oriental infront of Fatima Church, 3rd Avenue, Misa District, Tagum City and the recovery of a carnapped motorcycle, One (1) Suzuki Raider color blue with plate number IU-9627.

During the said operation, responding lawmen were able to confiscate the cellular phone of the arrested suspect and discovered that two (2) other suspects later identified as JESSIE BALTAZAR Y GULTIANO (Mastermind), 20 years old, single, jobless, resident of Public Market, Lupon, Davao Oriental and ALEXANDER MAYNAMBAN Y POÑO (Accomplice), 37 years old, married, hollow block maker, resident of Purok Malinawon, Magundong, Lupon, Davao Oriental were planning to rescue Jomar Maynamban y Punan who was undergoing medical treatment inside Davao Regional Hospital (DRH), Apokon, Tagum City.

Right there and then, two (2) teams of Intelligence Operatives of this station led by PI ALAN F PUTIAN, Intelligence Officer, under the direct supervision of P/SUPT DARIO L GUNABE, Chief of Police were immediately dispatched and conducted entrapment operation at the Davao Regional Hospital resulted to the arrest of said Jessie Baltazar y Gulatiano and Alexander Maynamban y Poño while in the act of rescuing Jomar Maynamban y Punan inside D.R.H. in the early dawn of September 17, 2007.

During clarificatory questioning, the three (3) arrested suspects who later cooperated with the operating lawmen and tipped off of the whereabouts and buyers of the carnapped motorcycles in Banay-Banay, Lupon and Mati all of Davao Oriental.

On September 17, 2007, another hot pursuit/follow-up operation was launched by the same operating police officers and after having been properly coordinated with Lupon Police Station, a joint follow-up operation was conducted with intelligence operatives of said police station resulted to the recovery of two (2) carnapped motorcycles namely: One (1) unit Honda Wave color blue with tampered plate number 871-11533 recovered at Block 7, Barol, Lupon, Davao Oriental and; One (1) unit Yamaha Crypton color blue without plate number and with no pertinent papers at the residence of one TOOTSIE WONG who after knowing the status of said motorcycle, voluntary surrendered the same to the operating lawmen.

On September 19, 2007, another hot pursuit/follow-up operation was conducted by the same operating lawmen which resulted to the recovery of another carnapped motorcycle, one (1) unit Lady’s type Suzuki motorcycle color black without plate number with Engine Number E-433-314694 at Poblacion Lupon, Davao Oriental.

On September 20, 2007, another hot pursuit/follow-up operation was conducted by the same operating lawmen which resulted to the recovery of another two (2) carnapped motorcycles namely: One (1) unit Honda XRM color red without plate number, with Engine Number XRM 13E035870 and Chassis Number XRM 13E085372 and; One (1) unit Honda XRM color red without plate number with Engine Number CFT110ME8013517, Chassis Number KPY10-029013517 at Poblacion Lupon, Davao Oriental.

On September 21, 2007, another hot pursuit/follow-up operation was conducted by the same operating lawmen which resulted to the recovery of another carnapped motorcycle, one (1) Honda XRM color blue without plate number with Engine Number XRM 13E040346, Chassis Number XRM 13E040348 under the custody of Mati PTMO, Mati, Davao Oriental. Said carnapped motorcycle was impounded by Mati PTMO when the possessor/buyer of said motorcycle, one ABSAM BARABAG Y SALINDONG of Brgy Ylangay, Lupon Davao Oriental was arrested by elements of Mati PTMO OOA 1615H August 25, 2007 for driving without drivers license, no crash helmet, no plate number and nor O.R./C.R.

During the conduct of further verification, said motorcycle is registered under the name of JOHN A GESORO, a Civil Security Unit member of LGU Davao Norte assigned as Security to HON. GOVERNOR RODOLFO P DEL ROSARIO, resident of Purok Magasanoc, Tagum City who was also a victim of a robbery/carnapping incident in this city perpetrated by the same robbery/carnapping group aforementioned. Said motorcycle was also found out still under mortgage at LYR Marketing this city.
